Chuck Gardner, President & CEQ of Hallmark Group, was given the largest non-competitively bid project in the State’s Department of Water Resources history. Why this contractor, who does not have an engineering degree nor experience with large scale water development projects, remains a mystery. And yet taxpayers and water ratepayers are paying a salary over $300/hr with a 5% surcharge on all associated program contracts.

You’re correct, no RFP was issued for the Hallmark contract, it was made as an assignment from the URS contract.

Thank you for your response. No RFQ IS PROVIDED FOR The Hallmark contract signed in 2013, The contract number is 4600009986 and is for more than $11.455 million dollars. I understand from you response no RFQ was issued for that contract.
