March 2009—Individual advanced funding agreements are signed to get around state and federal funding rules and to stick the taxpayer with more of the costs of the twin tunnels boondoggle. Like this agreement with Westside irrigator, Westlands’ Water District, a federal agreement is signed so that the ‘off budget’ twin tunnels project can proceed without Congressional or State Legislature financial oversight or required authorized feasibility reports. “The District, along with other CVP contractors, provided advanced funding to Reclamation in order to enhance the nonreimbursability aspect of the project. This advance will reduce ongoing rates paid for CVP water,” stated Santa Clara Water Agency in board documents on October 13, 2009. Translation—taxpayers will be on the hook for more of the costs of the twin tunnels boondoggle.
